A person can start the Graduated Licensing Program in Colorado at the ripe age of only 15-years-old. A written test must be passed and a fee of $14 must be paid. In addition, an Affidavit of Liability and Guardianship must be turned in. After these stipulations have been met, a learner's permit will be granted, which is good for up to three years. For those who earn their learner's permit before being at least 16-years-old, a Driver's Ed course must be completed.
